Pathways and processes implemented under independent Judicial Panel Chairman Christopher Quinlan KC and Citing Commissioner Manager Steve Hinds, to broaden representation and deepen the talent pool of officials selected to represent Rugby World Cup 2023 in France, have resulted in widened global and gender representation.

Thirteen nations will be represented across an experienced team, including six female members, who will join together to preside over the tournament’s 48 matches.
